Who Sells Advertising on Dubai Taxis?
Advertising on Dubai taxis is sold by the taxi companies and the agencies they contract, but the underlying right belongs to the Roads and Transport Authority (RTA). In its 2023 listing prospectus, Dubai Taxi Company (DTC) described the RTA as "the sole owner of the right to advertise" on franchise taxis, so DTC needs the RTA's written approval for any advert inside or outside a car. At the time it used one agency on an RTA-approved contract running from 2021 to 2024: the agency paid the RTA's fees and DTC received an agreed share of the income.
Each operator is a separate pool of advertising space. Dubai's five main taxi operators are DTC with red roofs, National Taxi with yellow roofs (owned by DTC since 8 July 2026), Kabi with blue roofs turning purple, Arabia Taxi with green roofs and Metro Taxi with orange roofs.
As far as we could find, only one operator names its seller in public. Arabia Taxi, the green-roof franchise, says on its Dubai website that advertising on its cars is handled by Synergy Arabia FZ LLC, which it describes as part of the Arabia Taxi business. DTC, Kabi and Metro Taxi publish no seller, and the taxi permit terms on Mada Media's site mention DTC's advertising agencies without naming them. The practical step before you sign: ask the agency which operator's taxis it is selling, and to show its agreement with that operator.
Which Taxi Advert Formats Are Allowed in Dubai?
Dubai's Out of Home Advertising Manual (Edition No. 2, 2024) encourages three taxi formats: roof-mounted signs, boot panels and advertising inside the car. Full-body painted taxis can carry more, and a short list of placements is banned for safety or to keep the fleet looking uniform.

The clean front is deliberate: the manual keeps adverts off the front view to preserve a standard look across taxi companies, the same look that gives every licensed car its cream body and the roof colour that identifies its operator. Operators must also stay under a cap on full-body advertising taxis. The manual does not print the number, so ask how many full-wrap cars are free for your dates before commissioning a design.
Who Approves a Taxi Advert: RTA, Mada Media or Dubai Municipality?
All three play a part. The RTA is the legal authority for adverts on any vehicle in Dubai, Mada Media issues the permit on its behalf, and Dubai Municipality approves the artwork. Article 5 of Decree No. 6 of 2020 gives the RTA power over adverts on public transport and on any vehicle. The economic department, now the Department of Economy and Tourism, covers shop signs, commercial centres and leaflets, not taxis.
Mada Media was created under Decree No. 20 of 2024 as a private joint-stock company holding a concession from the RTA and Dubai Municipality. On 24 April 2025 it opened a single online permit platform covering the metro, buses, trams, taxis and commercial vehicles. A taxi campaign moves through it in this order:
- The advertiser agrees the campaign with the taxi operator or its agency.
- The design and display concept go to the Dubai Municipality Advertisement Section for approval.
- The taxi company logs in with its RTA credentials and applies, attaching the approved design and the list of cars, either as an Excel file or picked in the RTA Smart Licensing and Traffic System.
- The fee is AED 300 per taxi per month, and part of a month is charged as a whole month.
- Changes to the campaign must be filed at least three days before it starts. A car can be swapped during the permit, for example after an accident, through a vehicle change request.
- Every advert must come off by the end date. The Transport Activities Monitoring Department of the RTA's Public Transport Agency inspects advertised taxis and issues contravention notices.
The permit therefore belongs to the taxi company, because only firms licensed by the RTA to carry taxi passengers may apply. An operator may advertise across its entire fleet, within the full-body cap above.
What Content Rules Apply to a Taxi Advert?
A taxi advert has to meet the Dubai manual and the UAE code of advertising practice, and the manual's vehicle table limits public transport vehicles to one brand at a time, shown through the brand name and logo. The agency and the operator share responsibility for keeping the artwork inside those rules.
Approval is never permanent. The RTA and Dubai Municipality can revoke an approval or change the guidelines without paying for lost revenue, and operators must take down adverts that are badly placed, faded or worn. Under Decree No. 6 of 2020 a breach costs AED 1,000 to AED 15,000, doubled for a repeat within a year and capped at AED 30,000. Non-profit adverts for national or religious occasions or charity events skip the fee but still need a permit.
How Much Does It Cost to Advertise on a Dubai Taxi?
No Dubai taxi operator has a public rate card, and the only official figure is the permit fee of AED 300 per taxi per month. The rest is negotiated, because the space is sold under private contracts between the operators and their agencies. A campaign budget has four layers:
- Permit: AED 300 per taxi per month, charged for every month started.
- Media fee: what the operator or agency charges for the space, set per campaign and not published.
- Artwork and approval: design for the taxi templates and the Dubai Municipality sign-off.
- Production, fitting and removal: stickers or paint, and taking everything off by the end date.
One public benchmark exists. In its 2025 Integrated Annual Report, DTC lists a donation to the Dubai Charity Association of advertising stickers on 50 vehicles for one month, given in exchange for 2,000 daily meals and valued at AED 32,500. That works out at AED 650 per vehicle for the month. Treat it as an order of magnitude only: it was a charity valuation, and the report says vehicles rather than taxis.
A quote moves with the fleet, the number of taxis, the number of months, the format (from a rear-window sticker to a full-body repaint) and any digital unit that needs committee approval. Fleet matters most at the airport: only DTC picks up passengers at Dubai Airport's taxi ranks, so an airport-focused campaign has one possible operator. Agency price lists contradict each other, and some show monthly prices at or below the AED 300 permit fee alone. Ask for a written quote that separates the permit, the media fee and production.
How Many Taxis Can a Campaign Reach?
Dubai had 14,476 registered taxis in 2025, carrying 209.02 million passengers on 120.1 million trips, according to the RTA. One group runs most of them: after completing its purchase of National Taxi, DTC reported about 59% of the Dubai market.

Kabi, the renamed Cars Taxi, put its 3,680 Dubai cars on the Bolt and Zed apps in September 2025 under an alliance with DTC.
What Happened to Digital Roof-Top Screens?
The RTA began fitting smart billboards to taxi roofs on 23 February 2021, with 100 screens on National Taxi cars and a stated aim of more than 11,000 taxis, but it has not published how far the rollout went. The design let content change automatically with the car's location, while the screen also showed whether the taxi was free or engaged. The RTA's 2025 review lists digital roof lights among the year's taxi upgrades without calling them advertising screens.
Inside the car the picture is clearer. On 19 March 2024 the RTA, Hala and Binary Media launched 4,500 interactive screens in taxis after a 250-taxi pilot in 2022. They carry lifestyle content, news, games, offers and promotions, and Binary presented them as a way for brands to reach passengers mid-journey. Before booking any digital campaign, ask how many screens are live now, on which fleet, and how plays will be reported.
How Much Does Dubai Taxi Company Earn From Advertising?
DTC recorded AED 3.56 million of advertising income in 2025, about 0.14% of its AED 2,474 million revenue, and books it under other income rather than revenue. The audited figures since 2020:
The line has moved between about AED 2.7 million and AED 6.8 million a year. The first half of 2026 matched the first half of 2025 to the dirham, and DTC does not disclose the terms of its current advertising contract.
Taxi Adverts or Branding Your Own Vehicles?
If your company runs its own vans or cars, branding them needs a different Mada Media permit, charged by the year rather than by the month. The published fees for commercial vehicles include:
- Logo and trade name on the front doors: AED 250 a year.
- Partial wrap, windows excluded, on a light vehicle: AED 500 a year.
- Full wrap, windows excluded, on a light vehicle: AED 1,000 a year.
- Advertising on a light vehicle for an event: AED 2,500 a week.
Each permit adds a AED 20 knowledge and innovation fee. You need a Dubai trade licence and a design for all four sides with a mock-up, Arabic must make up at least half of the content, and processing takes 3 to 7 working days. Private cars are another matter: the Dubai manual's vehicle table lists advertising on them as prohibited.
How Does Abu Dhabi Compare?
Abu Dhabi runs its own system under Abu Dhabi Mobility (the Integrated Transport Centre), and Dubai's advertising decree applies only inside the emirate of Dubai. The best-documented Abu Dhabi example is roof-top LED screens on Tawasul Transport taxis, launched in June 2023 by Viola Outdoor with Firefly, with messages that change by GPS location. Through National Taxi, DTC now holds about 12% of the Abu Dhabi taxi market. We found no published rules or named sellers for Sharjah, so it is left out.
Moving the People Behind a Campaign
Gulf Chauffeur has no part in taxi advertising, but every campaign still needs people in the right place. Brand managers visit clients, agency teams cover launch days, executives join investor roadshows and visiting delegations, and exhibition staff shuttle between hotel and hall during GITEX week.
